Biography: Through her time working with AMCs, Chelsea makes meaningful connections between graduate medical education (GME) and the clinical operations necessary for success in today’s rapidly changing healthcare environment. Having worked at the University of Wisconsin School of Medicine and Public Health during a time of curriculum redesign and LCME accreditation, she understands the nuances associated with teaching programs and the critical need to abide by regulating bodies. This experience, combined with her ability to glean insights from data-driven analyses, makes Chelsea a valuable asset to any client she works with.

Prior to joining ECG, Chelsea attended the University of North Carolina at Chapel Hill for a dual master’s degree. During her time in the program, she worked as a graduate administrative intern at Massachusetts General Hospital (MGH) and as a consultant intern with ECG in the Academic Healthcare Division. At MGH, Chelsea conducted a network analysis for more than 14 subspecialties within MGH for Children, which resulted in several department-specific solutions to decrease patient leakage from 60% to 20% across all departments. With ECG, she identified a potential loss of $8.2 million in Medicare reimbursement, provided that her client’s GME programs did not expand throughout the next five years. Additionally, Chelsea examined the medical staff composition across 26 teaching hospitals to educate current and future clientele about staffing structure trends and the impact on AMC characteristics.

Fun fact: My husband and I had to cancel our wedding in the Spring of 2020 just thirty days before it took place due to COVID-19. We ended up getting married on the original day, in a park with just us 2 and an Atrium pastoral care minister (our original officiant was unable to make the trip due to travel restrictions); it ended up being a very different but amazing day!

Biography: Taylor grew up in Overland Park, KS, and ventured to North Carolina to attend the University of North Carolina-Chapel Hill as an undergraduate. At UNC she developed a deep passion for healthcare while earning a Bachelor of Science in Public Health with a major in Health Policy and Management from Gillings School of Public Health.

After school, Taylor worked as a healthcare consultant in Huron Consulting Group’s Clinical Operations division. In this position, she traveled around the country helping health systems reduce their length of stay and achieve operational efficiency. After three years with Huron, Taylor moved back to Chapel Hill to pursue an MBA at UNC’s Kenan-Flagler Business School, which she completed in May 2019.

Post-graduation, Taylor completed an Administrative Fellow with Atrium Health under the preceptorship of their Central Division President. She transitioned from the Fellowship to Director of Heart Transplant and Mechanical Circulatory Support (MCS) with Atrium’s Sanger Heart & Vascular Institute in 2020. Her role has since expanded to Director of Cardiovascular Programs, which includes administrative responsibility for Heart Transplant & MCS, Structural Heart, Atrial Fibrillation Center of Excellence, Sports Cardiology and Cardio-Oncology.

Stephen Harris currently serves as HCSC’s President of Government Markets, leading the financial performance, long-term growth and execution of Medicaid and Medicare lines of business including sales, regulatory oversight, market performance, product, risk adjustment and STARs.

Stephen, a seasoned health care executive with a deep background in government programs, has more than 20 years of experience in business operations and performance improvement in the health care industry. Stephen most recently served as Plan President of Blue Cross and Blue Shield of Illinois, where he successfully delivered growth, operational excellence, and solid financial performance.  With a deep background in government programs, he added responsibility for the Medicaid line of business across HCSC’s five-state region in March 2024. Stephen joined HCSC in 2018 as Divisional Senior Vice President, Government and Consumer Solutions and additionally served as HCSC’s Medicaid President.

Stephen is a certified public accountant and holds an MBA from the University of North Carolina’s Kenan-Flagler Business School and a BA in Accounting from Michigan State University.
